Leios code has entered consensus, CIP-0113 and CIP-0206 are not live, and the kernel patch still waits on Ubuntu

Daily on Cardano
Leios has entered the consensus repository, not mainnet. On 30 and 31 October, ouroboros-consensus merged pull request 2430, relaying Leios votes, and pull request 2439, certificate validation in ChainSel, along with consensus release 5.3.0.0. Pull request 2454 and pull request 2443, a measurement of endorser-block validation, were merged as well. In the ledger, pull request 6240 was merged on 30 October, after 6215, the endorser-block rules, with a certificate threshold of 75 percent from CIP-0164. Leios is consensus throughput. SongMarketCap, in a piece published on 31 October, holds that Leios is not active on mainnet.
On 1 November Robert Phair, the CIP editor, presented a draft common standard for regulated stablecoins under CIP-0113, pull request 1266, and CIP-0206, which brings ML-DSA and SLH-DSA, NIST FIPS 204 and 205, into Plutus. crypto.news reports it at 09:39 on 1 November. CIP-0206 would require a hard fork and is not active. Kriptoteme stresses that CIP-0113 applies to programmable assets, not to ordinary ADA. At 12:51 @Lucasdb86, a stake pool operator, points out that ML-DSA-44 is 2,420 bytes and SLH-DSA is 7,856 bytes, against a maximum transaction of 16,384 bytes, and that those signatures are 38 to 123 times larger than Ed25519. @SIPO_Tokyo, also an operator, relays the news in a neutral tone. At 12:00 @Altcoinbuzzio calls CIP-0113 a freeze button. @MeAtayev replies that this applies only to regulated tokens. The technical steering committee session on post-quantum cryptography, with IO Research, is on 4 November at 15:00 Central European time. That is Weekly 135, not a decision that the signatures are already on the network.

Kernel, votes, and the calendar
The patch for CVE-2026-98432, CVSS 9.8, is still awaited. Weekly 135, published on 30 October, ties it to the kernel and to a reboot. SongMarketCap, in a piece published on 31 October, describes a use-after-free in IPv4 and TCP. Ubuntu 22.04, 24.04, 26.04, and 26.10 are vulnerable. No attack on a pool has been reported, and the protocol is not vulnerable. The sample has no direct pool-operator reaction to that vulnerability. The warning is carried by @cryptodotnews at 18:25 on 31 October and by @beincrypto at 03:50 on 1 November. cardano-node 11.2.0 is still the pre-release from 28 October. The latest stable release is 11.1.3, from 29 September. Version 11.2 holds the full Dijkstra scope except Leios. Dijkstra is the next ledger era. Node-to-client versions older than V_23 are no longer supported. Version 11.3 comes with Leios. A tagged pre-release is realistically three to four weeks away, and two weeks at the earliest. The Hard Fork Working Group minutes of 27 October treat 11.2 as the tool for moving DijkstraNet into the Dijkstra era, and say some 11.2.x should become mainnet-ready. That is a plan, not a tag. Amaru has been producing empty blocks for five days. A block producer for mainnet is planned for 5 November. Eleven node implementations are on the list. Dingo v0.90.2, from 14:37 on 31 October, brings chainsync fixes. Musashi Dojo is open for Leios testing. DijkstraNet is running and waiting for the move with 11.2. Mainnet: no.
Around 14:10 Koios holds the PFMS proposal of 9.6 million ADA at 27 yes, 29 no, and 5 abstain. Yes power is 21.38 percent, against a 67 percent threshold. Yesterday it was 20.92. The constitutional committee has 1 yes. It expires on 20 November. Intersect's table from 21:00 on 30 October had 20.5 percent. Those are two snapshots. AURORA, 940 thousand ADA, is at 13 yes, 47 no, and 9 abstain, yes power 3.42 percent, yesterday 3.32, constitutional committee 2 no, expiry 20 November. Copper, 22 million ADA, is at 4 yes, 91 no, and 5 abstain, yes power 0.39 percent, yesterday 0.36, constitutional committee 2 no, expiry 15 November. The information poll is at 3 yes, 2 no, and 19 abstain, power 0.32 percent, expiry 30 November. No withdrawal has cleared the threshold. From 29 October, PFMS went 17.74, then 20.92, then 21.38 percent.
The treasury in epoch 665 stands at 1,392,896,975.26 ADA, up 3.62 million from the previous reading. Pending requests are 32.54 million ADA, about 2.34 percent. That is a calculation, not an approval. Weekly 135, "Shaping 2027", was also announced on X at 17:32 on 31 October. CAP-12 has 20 revisions and 32 entries in discussion. A CEBP information action is planned for 10 November, with a second round in December or January. ESCO, according to SongMarketCap on 30 October, criticizes how the 2027 budget stewards are chosen. Mithril IPFS milestones M1.1 and M1.2 were approved, 658,718 ADA in total. The Sundae poll runs until 6 November. "Check your DRep" is in November, and the AMM is in December. EMURGO and Yoroi deregister their DReps on 30 November. The DRep DAO platform in PRIME is finished and voting in PRIME has started. At 11:05 @BSCNews says Cardano is the second most developed network, with 7,586 commits in the month. The methodology of that figure is not stated. On 30 October @IOHK_Charles warned of seriously dangerous code, and at 03:55 on 1 November he wrote "This is why open source matters." The second post has 400 likes and 27,267 views. The briefing marks it as interpretation. On 31 October the Cardano Foundation posted only an image. The content of that image has not been verified.
The calendar, Central European time. On 2 November the wanUSDC claims open. On 3 November come Binance's proof of reserves and the Hard Fork Working Group at 17:00. On 4 November come the post-quantum session at 15:00 and Midnight at Devcon. On 5 November the Amaru block producer is planned and epoch 666 begins at 22:44:51. On 6 November come Office Hours number 86, BlockSign, and the US jobs report. On 10 November, CEBP. On 11 November, the MSCI decision on Strategy. On 12 November, the estimated bitcoin retarget. On 12 and 13 November, the node-diversity workshop in London, with applications until 5 November. On 15 November, Copper expires. Still quiet: Leios rc-2026w44, the last being rc-2026w43 from 26 October; Hydra after 2.4.2 from 22 October; and the Essential Cardano report after 23 October.
