Consensus forges Leios endorser blocks; tag 11.2 still missing; CF administers PFMS

Consensus today merged #2377 “Forge and trace endorser blocks in Dijkstra” (13:03), #2431 “Wire in the LeiosDB” (10:02) plus #2370 and #2436. Leios (Linear Leios) = consensus throughput; Dijkstra = the next ledger era. Yesterday Peras 75–77 (#2427–#2432) landed. Plutus Core Team Update 21 Oct: Dijkstra includes multiIndexArray (CIP-0156) and CIP-0168 Value functions; they need a hard fork. No hard-fork date is published.

On cardano-node, #6742 merged today at 12:35; #6677, #6732 and #6709 were updated at 12:31–12:35. Tag 11.2 is not confirmed as of 22 Oct 14:15 — latest tagged release remains 11.1.3. The HFWG deadline expires tomorrow. Alt-nodes: Dingo v0.87.0 (DMQ peer listener, chain selection); Mithril unstable today, stable 2642.0. Intersect Members Area is offline “as a precaution following reports today of PHP security vulnerabilities” (@IntersectMBO); by 14:15 there is no restart notice.

PFMS, the k poll and votes

CF confirmed it administers Trivolve Tech's Police Force Management System (PFMS) request and will release funds by milestone (@Cardano_CF, 22 Oct 13:34). At 14:15 the request has 2.93 percent DRep “yes” (6 yes / 1 no / 1 abstain) and 1 CC “yes”. The project runs 15 months; the first user is India's Telangana state; the treasury receives 70 percent of optional paid-verification revenue. The ~1.5M tx/year projection is not independently verified.

The SPO poll on raising k from 500 to 1000 expired in epoch 663: DRep 7.79 percent (44 yes / 38 no / 49 abstain), SPO 2.21 percent (26 yes / 48 no) — advisory, far below threshold. Copper 0.25 percent (2 yes / 46 no), CC 1 no. AURORA 0.38 percent (4 yes / 17 no). NCL 42,604,371 ADA; after Copper+AURORA+PFMS about 10.06M would remain (derived). SPOs are mixed: @BKINDSPO votes “No”; @SIPO_Tokyo neutrally relays the figures. DRep @Padierfind votes “yes” because he believes the project will return more ADA to the treasury than it takes.
