Cardano Foundation proposes five MiCA changes; SpaceX×Tesla and Alpenglow on the docket

Cardano Daily
The day away from Cardano and Bitcoin was about regulation, corporate BTC and finality on Solana. The loudest European line points to the MiCA consultation.
MiCA, France, the OCC
The Cardano Foundation on 21 October proposes five changes without new rules: DeFi judged by real control over assets, ADA delegation separated from custodial services, a clearer MiCA/MiFID II boundary, and tighter readings for stablecoins and NFTs (@Cardano_CF; crypto.news; Kriptoteme).
French authorities in the same MiCA round propose that CASPs check DeFi protocol security and answer for known risks — opposite the CF approach. The OCC finalises GENIUS rules (effective 18 Jan); existing stablecoin reward programmes get no safe harbour. UK banks: Stand With Crypto 10,092 complaints; Barclays and HSBC UK cap transfers at £2,500.

SpaceX×Tesla, Alpenglow, the rest
SpaceX (18,712 BTC) and Tesla (11,509) explore a merger that would unite 30,221 BTC; independent-director boards have not yet agreed terms. Solana Alpenglow: Votor at slot 459,653,000 (~16:00 CEST), ~150 ms finality target — activation unconfirmed at 14:10. Drift hacker: 44,510 ETH (~$109M) through Tornado Cash; Mandiant attributes UNC6862 (DPRK). Zcash NU7 ~5 Nov (block 3,543,405). MoonPay×Dunamu: cross-border stablecoin payments under review. Kazakhstan: AFSA targets Coinbase and five more platforms — enforcement unconfirmed.
