CF and five organizations ask the SEC to put “digital commodity” into the rule text

Cardano Daily
The day away from Cardano and Bitcoin was about US classification, UK consultations and finality on Solana. The loudest line points to the SEC.
SEC, FCA, PHP
The Cardano Foundation, Chainlink Labs, Hedera, Aptos Labs, Ava Labs and the Stellar Development Foundation in a 20 Oct letter ask that classifying digital commodities as non-securities enter the binding text of SEC rules (Cointelegraph; @Cardano_CF). The SEC named ADA a digital commodity in a 17 Mar 2026 interpretation, but that classification sits only in the preamble. The letter proposes four changes, including a presumption that secondary sales are not investment contracts. Public consultation closed on 20 Oct; about 140 comments in 60 days. The proposals are not adopted; no SEC response is announced.
The FCA opens two consultations on DeFi, AML and crypto-regime exemptions. Critical PHP vulnerabilities CVE-2026-109618 and CVE-2026-109619 (9.2/10) — Cloudflare records millions of exploit attempts; linked to the offline Intersect Members Area.

China, Alpenglow, the rest
