Willow is not a 40× cheaper attack; Visa and Mastercard expand USDC payouts

Cardano Daily
The day away from Cardano and Bitcoin was about quantum attacks, stablecoin payouts, CBDCs and custody. The loudest technical line sits beside Willow.
Willow, Visa/Mastercard, digital euro
Kriptoteme on 17 October writes that Google cut magic-state preparation errors about 40×, but succeeds on only about 8 percent of attempts. An attack still needs about 500,000 magic states per second. CoinDesk: the attack is not “40× cheaper.” About 6.4 million BTC (~30 percent of supply) is potentially exposed; the Quantum Alliance sees an early window in March 2028.
Visa Direct commercially launched USDC prefunding with Inyo Global on 15 October; Mastercard pays out via BVNK. The 200+ country goal by 2027 is not yet met, and there are no volumes. Circle's Allaire targets Asia, LatAm, Africa and the Middle East (40 markets); USDC holds about 25 percent of stablecoin supply. The EBA on 14 October classed USDC as a “significant” EMT. Lagarde says the digital euro is imminent — a complement to cash, not a replacement; September inflation at 3.8 percent could stay above target through H1 2027.

Deutsche Bank, Taiwan, the rest
Deutsche Bank: BaFin approved on 12 October; the offer starts with BTC, ETH, USDC, EURC and EURAU, with Asia in 2027. Taiwan blocks Coinbase and Kalshi over election betting for 28 November. Fairshake spends $46.6 million against Brown in Ohio. Bitget discontinues services for some users after the September breach. HEX erased about $160 million in market value after reports of Richard Heart's detention. UNCX lost ~$1.49 million to a share-accounting flaw; Eclair v0.14.4 blocks browser API requests; Cobo Wallet shuts on 1 December.
